Which hero you get is completely random, except if you turn on "random heroes match player race" in which case the hero must belong to one of the races in your empire.

(It is possible to go over the limit by using charm/convert style abilities, but if you do no random heroes will show up anymore, and you cannot use the resurrect hero spell, until you're under the limit again.) If you lose or dismiss a hero for any reason, you go under the limit and random heroes can appear again. Every X turn one of the available heroes will spawn at one of your cities, as long as you're under the hero limit.
